General Position Summary

The Project Manager is overall responsible for day-to-day management of project activities, as well as the systematic launch and design of the program. Implement according to planned schedule, within budget and meet required quality. The Project Manager reports directly to the Director of Programs. The Project Manager assists Director of programs in outlining a strategic plan for the implementation of the project including identifying methods of operation for effective programming and maximum results. S/He will work closely with the project team as well as government counterparts to ensure proper implementation of project activities. S/He also ensures that all project staff maintains and follows their monthly work-plans, and undertakes timely data collection and reporting.

Essential Job Functions

Program Management and Implementation

  • Ensure overall implementation of the project by providing technical and operational support. Oversee project start-up, management and administration. Ensure project implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
  • Develop and update detailed annual/quarterly implementation plans and support project team on monthly project planning.
  • Devise overall implementation strategy for rolling out program across selected health facilities in 08 districts of the country in close coordination with  Senior Program Manager and Senior Technical Advisor of the Global Fund grant.
  • Develop close relationship with the Global Fund TB program Sub-Recipients to working in 08 districts of the project to seek their support in smooth implementation of the project

TEAM Management and Capacity Building

  • Assist in recruitment and training of project team to ensure team understand the project key activities for successful implementation of all project deliverables.
  • Review probationary goals, performance of project team and identify training needs of team for improvement
  • Lead project team to deliver the agreed output by carrying out necessary planning, implementation and review.
  • Support Director of Programs, MEL Manager, Compliance department and Country team during field visits and update on Project Progress.
  • Ensure that evaluations and disciplinary measures are made as necessary according to MC policy.
  • Understand and ensure the implementation of Mercy Corps’ standard operating procedures (SOPs) on safety and security.

Supervisory Responsibility

  • Supervision of project activities, and the project staff (WASH Engineer, Senior Program Officer WASH, Senior Program Officer RCCE + IPC, M&E Officers, District Field Supervisors)
  • Probationary review and appraisals of staff directly reporting to this position

Knowledge and Experience

Master’s in social sciences with at least 05 years of experience in implementing and managing development sector programs particularly prior experience in managing Emergency and Public Health projects. Experience of working with a Global Fund grant will be a plus. Excellent knowledge of the project management cycle and experience in managing complex projects.  Proven experience building capacity of staff, government bodies and collaborating closely with key stakeholders. Inter-personal skills to influence and guide staff and excellent oral and written and communication skills in English. Fluency in local languages. Ability to communicate technical information in understandable, informative and collaborative manner. Knowledge about COVID-19 onset and preventive measures and the guidelines and protocols developed by WHO and the National Institute of Health.
